Tax & Incentives Study Request for Proposal
The Iowa Department of Economic Develoment is currently (IDED) is seeking a Service
Provider to analyze the tax structures and economic development incentives and financing on a
comparative basis between Iowa and states bordering Iowa and provide IDED with a report
which provides the results of the analysis.

Responses to Questions
1. What agencies/legislature will use the study?
- The study will most likely be used by the Iowa Department of Economic Development, the Governor's Office, and the Legislature. It is possible that other state agencies, such as the Department of Revenue and the Department of Management, would also review the study.
2. How will it be used? Marketing? Legislative information? Given to prospect companies for Iowa?
- As the Legislature requested the study in the 2007 standings bill, the study will definitely be used for legislative information.
The study could possibly used in the Department's marketing efforts but not without further consultation with Service Provider.
With regards to giving the study to prospective companies, we don't anticipate providing the entire study to a prospect but we may utilize excerpts or key points from the study when working with a prospect.
3. What is the format of the study? Ranking of taxes between the states?
- The format of the study will be left up to the Service Provider. We are asking potential Service Providers to outline the proposed organization of content in their responses to the RFP. With regards to the ranking of taxes between the states, we would envision that this type of information would, if used, be provided as supplemental addendum to the study. Tables ranking Iowa against other states should not be used as core content within the study.
4. Are case studies required? If so, is IDED providing the company?
- The Department is requesting that the Service Provider incorporate examples within study to the extent that it helps a non-tax professional understand and utilize the study. IDED will not be providing specific examples.
5. Do we have to provide the taxing comparisons by industry? If so, what industries do you (want) covered?
- The study should include differences among the states with regards to taxes and incentives that are unique to specific industries. For example, Iowa's sales tax exemption for web portal companies would be example of an unique tax situation for a specific industry.
6. Are local taxes required to be included?
- Yes. The Department is seeking a high-level overview of the difference between the states' property tax laws.
